determine and integrate vocab dependencies

Description

A number of attributes on the GeographicEntity and GeographicName classes should be governed by controlled vocabularies. Need to make a list of these and integrate them, via UML tagged values and AGX into the PleiadesEntity product.

ATVM has bugs and there are integration issues. We have hard-coded vocabularies into the UML for now, but will need to revisit this issue. There is supposedly an ATVM sprint scheduled for this week, which we will try to participate in, thereby gaining more visibility for our problems and getting a better handle on what's going on with the product. Meanwhile, deferring away from the GeoControl? milestone.

Look through all the hard-coded vocabularies in PleiadesEntity now and see what needs to be created, repurposed or renamed in the way of VDEX vocab files and create/update tickets for same.

I've done a test with ATVocabularyManager (SVN trunk as of this mornign), AGX and PleiadesEntity. I can confirm that it works with our placetype vdex.

Census has been completely reviewed, and content of Vocabularies updated. There are now also individual wiki pages (linked from there) for every needed vocab. And there are tickets for all creation/modification of vocabs needed. Downgrading from blocker for the "integrate" aspect of the ticket.
